ARTICLE I
NAME
Section 1:
The name of this organization shall be Olivas Links Women’s Golf Club (OLWGC), a non-profit organization.
Section 2:
It shall be affiliated with the Women's Public Links Golf Association of Southern California, Inc. (WPLGASC), the SCGA and USGA.
Section 3:
This club follows all USGA rules for Eligibility and Handicap.
ARTICLE II
PURPOSE
OLWGC is formed to meet the needs of women golfers for play at Olivas Links in Ventura, CA.
ARTICLE III
MEMBERSHIP
The members of this Club shall consist of individuals only and be available to all women eighteen years of age and older. Members shall be current on dues and they need to abide by Club By-Laws and share in club responsibilities.
PROSPECTIVE MEMBER POLICY
Section 1:
Prospective members with an established handicap shall submit to the Membership Chair a completed application and a check for payment of dues.
Section 2:
Prospective members without an established handicap shall submit to the Membership Chair a completed membership application and a check for payment of dues. They shall then submit required number of score cards to total 54 holes to the Handicap Chair. When eligibility requirements have been met a GHIN will be assigned.
ARTICLE IV
DUES
The mandatory annual dues shall be OLWGC dues plus SCGA dues (which are required to be paid for each club a member joins). At the time of renewal or new application, members also have the option of joining the WPLGASC (Women's Public Links Golf Association). WPLGA dues only need to be paid to ONE club for member's belonging to multiple clubs. Other OPTIONAL fees include Ringer and Hole-in-One as described in Articles XII and XIII of these by laws.
The membership term shall begin January 1 of each calendar year and continue through December 31. Renewal dues must be paid by December 1 each year for the following year. New members may join at any time and if joining after July 1 dues shall be half of the OLWGC dues.
ARTIVLE V
THE BOARD
Section 1:
The Board shall consist of President, Handicap Chairman, Membership Chairman, Secretary, Treasurer, Weekly Tournament Chairman, Major Tournament Chairman, Sweeps Chairman, Ringer, Hospitality, WPLGA Delegate and Web master elected by the Membership. Also, the immediate past President serves as an Advisor on the Board without a vote.
Section 2:
Duties of the Board
1. It shall be the duty of the Board to consider and supervise the affairs of the club, and recommend action thereon in accordance with the By-Laws. It shall report on all matters to the club.
2. The Board shall have power to transact any business of the club requiring immediate action in the interim between meetings, and shall report there on at the next meeting of the club.
3. Any member may attend the board meeting as an observer.
4. The names of the President, Secretary and Treasurer shall appear on the club bank account.
5. Elections will be held each year. Board members shall be elected for a term of 1 year. No officer shall hold the office for more than 2 years unless it is agreed upon by the membership. See Article VIII.
Section 3:
Duties of Officers
1. The President shall preside at all meetings and shall act as ex-officio member of all committees. She shall be responsible for appointing the Nominating Committee, with the approval of the Board. She shall act as spokesperson for the club in any dealings with the course management or any other course personnel.
2. Handicap Chair generates the bi-monthly handicap report (from the GHIN admin portal), and checks the weekly scores posted to ensure accuracy of handicaps. The Handicap Chair also generates the “Most Improved Golfer” report for the year, when a trophy is awarded to
the winner.
3. The Membership Chair shall process all new membership applications (according to the Prospective Member Policy). The chair shall collect dues and maintain a dues paid spreadsheet to be distributed to (all/appropriate) Board Members. The Membership Chair shall also keep a member roster with all active members (name, address, phone number, email, and GHIN). She will notify membership of any new members. The Membership Chair shall also maintain a list of those members who opted to participate in the Hole-in-One and post it in the ladies lounge.
4. The duties of the Secretary shall be those of a Recording and Corresponding Secretary. She shall keep a record of the minutes.
5. The Treasurer shall keep a record of all receipts and disbursements, present a budget for the approval of the Board, and disburse funds in accordance with the budget. The Treasurer shall deposit all transactions in the OLWGC bank account.
6. The Weekly Tournament Chairman, with her committee, shall be Responsible for planning and conducting all weekly competitions. She shall prepare a schedule of events for the calendar year.
7. Sweeps Chairman shall collect all master score cards and monies for the weekly tourney at the end of play each week. She will determine all winners for each week’s game and calculate all winnings. She will be responsible for the delivery of all winnings during normal play days. All undeliverable winnings will become the property of OLWGC.
8. Rules Chairman shall work with course professional when necessary, regarding rules decisions during club events. She shall provide guidance to the general membership with regards to rules and decisions of golf, and assist the Major Tournament Chair during the President's Cup and
Club Championship.
9. Hospitality: Shall be responsible for planning and conducting all social events and send cards when necessary.
10. WPLGA Delegate: Shall present and collect yearly renewal form from the membership and process in accordance with the requirements of the WPLGA. She shall process renewal and new member applications for the WPLGA and shall keep a roster of all OLWGC members who opted to join WPLGA. She shall be the liaison between the club and parent organization and keep the President and Membership advised on WPLGA activities. She will give payout checks from Association Days to the treasurer for distribution.
11. Ringer Chair: Keep and post changing record of the lowest score per member per week during the three-month period and keep an annual record of chip-ins and birdies per member for all club days. Winnings will be distributed quarterly for ringer and annually for chip ins and birdies.
12. Major Tournaments Chairman shall be responsible for the President’s Cup and Club Championship.
13. The Webmaster is responsible for the care and upkeep of the website and will keep all areas up to date as she is given the information.
ARTICLE VI
MAJOR TOURNAMENTS
Section 1:
Major Tournaments shall include Club Championship (including the Senior and Super Senior Champion) and the President's Cup.
Section 2:
The Club Championship shall be a 36 hole-stroke play tournament arranged in flights played on consecutive Thursdays. The Club Champion will be the competitor who cards the lowest gross score of the field.
Section 3:
The Senior Champion will be the person aged 60 and up with the lowest gross score. The Super Senior Champion will be the person aged 75 and up with the lowest gross score.
Section 4:
The President's Cup Tournament shall be in accordance with the USGA Golf Committee Manual covering match play events. The Rules Official shall be responsible to the Major Tournament Chair for advice on the rules of golf and cooperate in planning and conducting the competition.
Section 5:
Eligibility for Major Tournaments will be based on being a member of the club as of January 1 and have a GHIN handicap. For the Club Championship they must have played at least 6 play days with the OLWGC since the last Club Championship.
ARTICLE VII
MEETINGS
Section 1:
General Meetings of the Club shall be as decided by the Board.
Section 2:
Board meetings shall be called by the President.
Section 3:
Special meetings of the Board may be called at any time by the Secretary on order of the President.

ARTICLE VIII
QUORUMS
Section 1:
Seven (7) Board Members will constitute a quorum at a Board meeting.
Section 2:
One-third (1/3) of present members will constitute a quorum at a general meeting.
ARTICLE IX
AMENDMENTS
Section 1:
By-Laws may be amended by two-thirds (2/3) vote cast at any general meeting.
ARTICLE X
NOMINATIONS AND ELECTIONS
Section 1:
In August, the President, with the approval of the Board, shall appoint a Nominating Committee to consist of three members.
Section 2:
The Nominating Committee shall submit a slate of proposed officers by mid-September. This slate shall be posted in the ladies lounge.
Section 3:
Members who wish to run for a position must be an active member of the Club in good standing.
Section 4:
Election of Officers shall be held at a general meeting in November, at which time nominations may be made from the floor with the consent of the nominee.
Section 5:
The incoming Board will be announced and introduced at the annual Christmas party/general meeting.
Section 6:
Term of office shall be one year commencing January 1. A person shall not hold the same office for more than two consecutive years without a Board approved extension.
Section 7:
A vacancy in office shall be filled for the unexpired term of office by appointment of the President, with the approval of the Board.
ARTICLE XI
WEEKLY TOURNAMENTS
Section 1:
Ladies Day is every Thursday. Tee times shall start at 8:00am. Individual start times vary according to availability.
Section 2:
Members will contact the Weekly Tournament organizer no later than the time set by the Weekly Tournament organizer. Foursomes are made by blind draw. Contact the Weekly Tournament organizer if you have to cancel before Wednesday or the Pro Shop Thursday morning before 7:00am.
Section 3:
Members should arrive thirty (30) minutes before their tee time.
Section 4:
Current tournament fees are $ 2.00 and are paid to the Weekly Tournament organizer after play. Participation is optional and must be declared prior to teeing off on the first hole.
Section 5:
In order to participate in the Weekly Tournaments, a member must have five (5) completed scorecards or an established GHIN handicap. The maximum handicap allowed is as established by the WPLGA.
Section 6: Guests of members may play with the member a maximum of 3 weekly play days per year if space is available.
ARTICLE XII
RINGER, CHIP-INS AND BIRDIES
Section 1:
Only Thursday scores apply. Association Day scores do not apply.
Section 2:
The definition of a chip-in: Any stroke into the cup from off the putting green.
ARTICLE XIII
HOLE-IN-ONE ELIGIBILITY
Section 1:
The member must have paid the entry fee into the Hole-in-One fund, and the member must be a paid-up member prior to her hole-in-one.
Section 2:
The hole-in-one must occur only on Thursday Ladies Day at Olivas Links.
Section 3:
In the event of a hole-in-one, $250 will be awarded. Members must then pay and additional $2 to be in the fund for the remainder of the year.
ARTICLE XIV
MOST IMPROVED GOLFER OF THE YEAR AWARD
Section 1:
The most Improved Golfer of the Year Award will be determined by the Handicap Chair using handicaps from January 1 through December 1.
Section 2: Eligibility:
a. Must be a member in good standing for the current calendar year with an established handicap effective January 1.
b. Must then have played fifteen (15) rounds on Thursday play days with the Olivas Links Women's Golf Club.
ARTICLE XV
WPLGA TEAM CAPTAIN
Any club member in good standing may volunteer for the position of WPLGA Team Captain, with the approval of the President.
ARTICLE XVI
CLUB HANDBOOK
The Membership organizer will distribute a roster of members to the membership as soon as possible after January 1.
